In case you thought that the title of Director at the HPC was reserved for wise old codgers who had gained their experience over long years of immersion in the real world trying to improve the human lot, you will probably be interested to read the job description of the Director of Education. The person spec, tho requested, was not forthcoming. There is little here other than the 'proven ability' to fit into an administrative environment and to be charming and flexible.

Main Purpose of Job
· To lead and manage the Education Department.
· To develop and maintain processes around the approval and monitoring of education programmes.
Position in Organisation
- Reports to the Chief Executive & Registrar.
- Member of the Executive Management Team.
- Liaises on behalf of HPC with education providers and education programmes (leading to approval) and relevant stakeholders.
- Liases with all employees, including (but not limited to) Registrations, Projects, Finance, Information Technology, Human Resources and HPC management.
- Liaises with relevant HPC Committees, which include (but are not limited to) the Education and Training Committee and its panels.
- Manages, leads and provides support to the Education Department.
- Liaises with HPC Partners, including (but not limited to) Visitors.
Scope of Job
- Overall responsibility for the Education Department
- Manages the approval and monitoring processes.
· Liaises with all parties around the approvals and monitoring processes.
- Manages HPC’s approved programmes list.
- Liaises with external relevant stakeholders
· Develop and implement the Education Strategy
Dimensions and Limits of Authority
- Monitors application of part IV of the Health Professions Order.
- Advises HPC management and employees on education matters
- Deputise for the Chief Executive and Registrar in his/her absence from the office as required.
- Manages the Education Department budget, operating within the budgetary limits of this department
- Able to order goods or services from existing suppliers up to the value defined by the HPC Financial Policy.
Skills, Knowledge and Abilities
Essential
- Educated to degree level or equivalent knowledge and abilities.
- Thorough knowledge & understanding of how educational Quality Assurance is applied within an education, health or regulatory environment.
- Proven ability to lead, support, manage, motivate and inspire a team, and foster enthusiasm and innovation.
- Demonstrable project management skills and ability to design and implement complex internal business processes or equivalent.
- Proven ability in formal minute-taking and a demonstrated high standard of report-writing skills.
- Proven ability to adapt to a changing working environment with a flexible approach to working.
- Excellent oral and written communication skills, including the demonstrated ability to communicate professionally with education providers at all levels.
- Knowledge and understanding of computerised management reporting.
- Sound working knowledge of window based software packages, including word processing, spreadsheets, databases, electronic mail, and the internet.
- Willingness to travel on a regular basis throughout the UK, including overnight stays as required.
Duties and Key Responsibilites
Your principal duties and key responsibilities will be those set out below. In addition to those duties, HPC reserves the right to require you to undertake additional or other duties within your capacity as may from time to time be reasonably required and necessary to meet the needs of the HPC.
Management
- To perform the duties expected as a member of the Executive Management Team.
· To motivate and to provide leadership for the Education Department employees.
· To produce and manage business development plans, and performance and service delivery improvement plans and deliver these in support of the HPC’s overall business strategy.
Approval & Monitoring processes
· To lead and project manage the processes around the approval and monitoring of education programmes.
· To set up procedures and reporting structures for managing the approvals and monitoring processes.
· To set up procedures to ensure cohesion between approval process and monitoring processes.
· To maintain data and statistics as appropriate and provide reports to the Executive Management Team of trends and performance as appropriate or requested.
Communications and Stakeholder Management
· To provide leadership for, and to motivate the Education team.
· To manage and provide training for all HPC Partners, acting as Visitors, in conjunction with the Partner Manager.
· To establish and maintain strong working relationships with key HPC stakeholders, including UK-wide education providers.
· To manage the appointment and training of Visitors in conjunction with the Partner Manager.
· To manage the communications of HPC’s approval, & monitoring processes to education providers, including (but not limited to) presentation, publications and on-line information.
Committees and reports
- To prepare reports, draft papers and present papers at Council and relevant HPC Committees.
- To assist in the ongoing maintenance and review of relevant guidelines.
General
- To carry out the responsibilities of the post with due regard to the HPC’s diversity policy and to treat colleagues and other HPC stakeholders with respect at dignity at all times.
